This is a issue named "Problems while changing the Service Account for the Alerter Service"

Checking the following services and ensure that they are send to start with “NT AUTHORITY\LocalService” account also.
WebClient
LmHosts
WinHttpAutoProxySvc
W32Time

Verify the default services running in the same Service host process
You can verify this by looking at the LocalService value in the
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\SvcHost registry Key
You must ensure that all service send to start with NT AUTHORITY\LocalService” account  must be match all other items in the service host process.
Navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\[Service name]

Find the Value “ObjectName”
And Change the value to “NT AUTHORITY\LocalService”
Find the Value “Type” and change the value to 0x20(32 Decimal)

Reboot server
